MacEwan University operates under the authority of the Post-Secondary Learning Act and through a shared bicameral governance structure between the Board of Governors (Board) and the General Faculties Council (GFC). Although the Board has the ultimate authority, the Board and GFC share and balance power within the university. The Board has senior oversight of the institution and concerns itself with long-range planning and business affairs. General Faculties Council is responsible for the academic affairs of the University. The Office of University Governance at MacEwan houses the operations of the Board of Governors and the General Faculties Council.

MacEwan University's operations are directed by several pieces of legislation, including the Post-Secondary Learning Act, Alberta Public Agencies Governance Act, Financial Administration Act, Freedom of Information and Protection of Privacy Act, and others. Legislation may require reporting directly to the Government of Alberta, or may require the university to publicly publish certain documents.
