Mandate

The Executive Committee (Committee) is established by the General Faculties Council (GFC) to provide functional coordination and strategic review on behalf of the GFC. The GFC delegates to the Committee the authorities set out in these terms of reference.

Mandate

The Executive Committee (Committee) is established by the General Faculties Council (GFC) to provide functional coordination and strategic review on behalf of the GFC. The GFC delegates to the Committee the authorities set out in these terms of reference.

Responsibilities

  • Act on behalf of Council, with full authority of the GFC, concerning matters that must be handled in a timely manner between regularly scheduled meetings

    • The Committee shall report on any actions made on behalf of the GFC at the next regular Council meeting, or earlier if required

  • Draft the GFC agenda, in consultation with the Office of University Governance (OUG), ensuring materials are appropriately and thoroughly developed

  • Receive items from standing committees of the GFC including Faculty and School Councils, GFC Members, and members of the university administration

  • Serve as the nominating committee for the GFC, undertaking such tasks as coordination of apportionment of electable positions and appointing to vacant positions on the GFC and its standing committees between regular elections

  • Serve as the primary review body of GFC when issuance, changes to, or rescission of policies related to GFC authorities are contemplated

  • Act as the review body for policies submitted to GFC for consultation where the policy does not align with the mandates of other standing committees; and, make recommendations to the GFC

  • Approve on behalf of the GFC corrections and non-substantive wording changes to policies and procedures

  • Advise or act upon matters not clearly within the mandate of another standing committee

  • Provide advice to the GFC and its standing committees, Chair, Vice-Chair, and University Secretary on strategic issues and early stage matters

  • Review delegations of GFC authority at least every three (3) years

  • Approve terms of reference for standing committees, except for itself

  • Undertake other duties related to its mandate as assigned by the GFC from time to time.

Creation of Subsidiary Bodies and Sub-Delegation

The Committee may:

  • Strike sub-committees, ad hoc committees, or working groups to support its functions, and approve terms of reference for such bodies

Workplan

The Committee will maintain a workplan, to be updated annually and shared with the GFC for feedback

Reporting

The Committee will report regularly to the GFC on its activities and decisions. 


These Terms of Reference and related delegated authorities will be reviewed by the committee at least every three years.

Voting

Ex-Officio

  • President, or delegate, who serves as Co-Chair

  • Provost and VP, Academic, or delegate

Elected

  • Faculty Vice-Chair of the GFC, who shall serve as academic Co-Chair of the Committee

  • Faculty Co-Chairs of the other standing committees of the GFC which are not a Faculty Council or equivalent

  • Two additional elected faculty members serving on the GFC

Appointed

  • One (1) Dean, appointed by the Dean’s Council (If a Dean is serving as Vice-Provost, normally this Dean shall be appointed)

  • One (1) student member of the GFC, appointed by the Students’ Association of MacEwan University

Non-Voting

  • University Secretary

  • Recording secretary

  • The Committee may invite additional resource members or special consulting members who do not vote
